If a Postal History Commission delegate of an FIP Member is unable to attend this meeting in person in Macao, the FIP Member, for which that person is a Postal History Commission delegate, is entitled to have another person attend this meeting in his/her place in one of two ways.
The FIP Member may nominate an alternate delegate to attend the Meeting in person in place of its Postal History delegate; or
A Postal History Commission delegate may be represented by proxy by the Postal History Commission delegate of another FIP Member who will attend in person.
In each case, authorisation must be made in writing to Mr. Kroft in advance of the Meeting. His email address is ed.kroft1955@outlook.com

For convenience, a form can be provided which appoints a person either as an alternate delegate of the FIP member or another Postal History Commission delegate of another FIP Member as a proxy . A person may only represent one other Postal History Commission delegate or FIP Member by proxy.

Attendance of delegates in person or by proxy at this meeting is important because a quorum of at least 25% of the delegates present is required.
